Series 81 Has Never Needed a Covenant Waiver

On the desk's fictional reading, the 81st governor of New Hampshire is a serial municipal issue. Has anyone here ever reached Series 81 without a covenant waiver? Who underwrote so long a numbered run? Does a state seal count as credit enhancement? And why does a desk that re-papers its own deals every spring keep asking an ordinal to explain its durability?
